Traffic Control and Management

Traffic controlling in the state-owned rail network is Finrail’s main function and largest business unit.

Traffic control is the responsibility of traffic controllers who have undergone training specified by Trafi and obtained a traffic controller’s qualification. In addition to the control of rail traffic, the traffic controllers’ tasks include securing access paths, issuing permits for shunting and securing track work and issuing permits for them. The traffic controllers are also responsible for managing traffic anomalies and exceptions together with various interest groups, such as the Finnish Transport Agency’s Rail Transport Centre, the rescue authority and other operators. In 2016, 81% of Finrail's staff worked in traffic control.

Traffic control is centralised into control service centres, which are located in seven localities: Helsinki, Tampere, Seinäjoki, Oulu, Joensuu, Pieksämäki and Kouvola. In addition to these larger control service centres, traffic is controlled also at separate points in eight localities.

Traffic is controlled around the clock, every day of the year.

The Finnish Transport Agency as the owner of the state-owned railway network is responsible for traffic control on the state-owned railway network. It purchases traffic control, passenger information and traffic planning services from Finrail Ltd. Finrail's Rail Traffic Management Centre is responsible for the national overall management of rail traffic.

The Finnish Transport Infrastructure Agency is responsible for the management, development and maintenance of the Finnish rail Network.
